How do I create online forms that can save submissions as separate files?

I’m an art director. I’d like to create a web-based form that the marketing managers can fill out that will provide me with project specs, deadlines, etc. I want to be able to save each submitted form as a file that I can use as a project spec sheet. I’ve tried Wufoo and JotForm but they only allow for saving reports as files (so I end up with all submissions in same file). Does anyone know of a solution to my needs?
I’m not a developer nor do I have internal development capabilities.
