I did a search online for wheels/tires for my car and found a guy selling for a good price in one of the car forums. He will have to ship the product to me as there’s no way I can do a local pickup. Of course he will wait until shipping till he receives payment where I would Paypal him money. How can I make this purchase without having to worry about him not shipping product after he receives my payment?

I am buying something off eBay for £352, and the seller got his email wrong, so I have canceled the payment. I have done this twice and about £200 each time was taken from my credit card to compensate for lack of funds on the Paypal account. I tried again to make sure but got the same error so I cancelled the payment again. I have just checked my online banking and it seems that the money has not been returned although it have been taken out of my account twice.
I am worried that the money won’t be returning, so I am asking whether the payment is returned to my bank account in a few days or whether it is not returning at all..?
